Director, Ambulatory Surgery Center

Job summary:
The Director is responsible for planning, organizing, and directing all activities of the facility in accordance with CEENTA and Novant policies, procedures philosophy and objectives. This role operates within the concept of the Distinctive Care Model and participates in financial and cost-containment decisions while ensuring that the facility meets all related Local, State, Federal, CMS, CFCs or COPs and accrediting-body rules and regulations.

The Director promotes the facility to physicians, patients, insurance companies, and the public and analyzes and evaluates nursing and clinical care to improve quality of care given. This position works closely with the Center’s leaders and medical staff in coordinating patient-care service functions and is a member of CEENTA Leadership Team. This position reports to the Chief Executive Officer of CEENTA.

Qualifications:
• Bachelor’s Degree with a minimum of 5 years experience as an Administrator in an outpatient surgery setting or Master’s Degree in Health Administration,  Nursing Leadership, Business Administration or management with progressively responsible financial, personnel, operations management experience in a health care setting
• Operational management experience such as budgeting, financial management, clinical services management, or similar
• Demonstrated leadership ability, entrepreneurial skillset, project follow-through, effective communication skills, both written and verbal, and proven ability to interact effectively with physicians
• Prior experience demonstrating a high-level ability to effectively manage and allocate Center resources
• Ability to work on multiple projects at once and thrive in a fast-paced, deadline-driven environment
• Strong computer literacy, proficient in MS Office applications and corporate-specific platforms, ability to operate medical equipment to guide the selection and bid process. Proficient in the operation of clinical equipment in a safe and appropriate matter
• Epic EMR software experience is preferred
• Strong interpersonal communication skills and ability to work on multiple projects at once

Responsibilities:
• Coordinates and monitors activities for effective and efficient management of daily operations. Prepares daily staff assignments and delegates duties. Assists in counseling clinical employees. Serves as a liaison between patients, families, nursing, and medical staff to coordinate quality patient care
• Facilitates monthly and quarterly meetings including the Executive Leadership Committee, SPSC Administrator Committee and CEENTA leadership meeting
• Participates in facility committees, meetings, in-services and activities. Recommends short- and long-term goals for the facility to the management team and governing body. Prepares agendas for MEC meetings and provides meeting minutes
• Maintains facility and equipment to ensure cleanliness, sterility, and operations ability always. Monitors the environment of care including temperature, cleanliness, sterility, operational ability, ventilation, lighting etc. Responsible for coordination of monthly Infection Control surveys. Coordinates facility’s arrangements with contracted service providers (e.g. pathology, radiology, housekeeping). Acts on any deficiencies in services provided by contracted providers (e.g. pathology, radiology, housekeeping)
• Analyzes work area and makes recommendations for potential cost-effective improvements. Works in tandem with the SPSC Financial Manager and other  Financial resources to provide accurate and effective business office functions to maintain efficiency. Develops and implements capital and operating budgets
• Works with the Center’s board and medical staff leadership teams as needed to negotiate managed-care contracts and maintains positive communication with third-party payers. Coordinates purchasing of equipment/supplies to provide optimum patient care within budget allowances
• Coordinates marketing efforts with corporate department. Provides insight and acts as Subject Matter Expert to provide direction for all Center marketing materials including all methods of advertising and signage
• Assists in the implementation and maintenance of the organization’s adopted compliance program. Serves as the Compliance representative for the Center and performs according to established compliance policies and procedures
• Maintains excellent metrics and quality programs. Assists in the implementation and maintenance of the Center’s adopted quality improvement program, policies, and procedures
• Monitors patient-care programs and reviews procedures, outcome standards, and criteria
• Statistically analyzes data from quality improvement program and prepares reports and recommendations for evaluation by the Quality Committee of the Center
• Ensures that quality improvement meetings’ schedules and agendas meet Medicare and accrediting-body/licensure guidelines and ensures timely notification to participants. Coordinates activities with the Medical Director to promote medical staff involvement in the program and coordinates medical staff peer review processes and quality profile information
• Adheres to First Do No Harm safety policies and procedures in performing job duties and responsibilities. Follows the patient safety plan and practices for the Center. Monitors the facility’s physical environment and initiates methods for maintaining safety, comfort, cleanliness, and order. Serves as the safety officer and resolves observed or suspected safety violations, hazards, and policy/procedure non-compliance. Ensures that OSHA requirements are met by all staff, supplies are readily available, and documentation is current. Implements and manages emergency preparedness plan
• Maintains open line of communication with Medical Director. Oversees medical staff and AHP credentialing program. Maintains confidentiality of medical staff and AHP credentialing files. Works with the Medical Executive Committee to ensure bylaws and associated documents are current
• Develops, interprets, and implements policies, procedures, regulations, programs, and recommended practices to meet requirements of regulatory and accrediting organizations. Reviews policies/procedures to ensure continued compliance with state, federal and accrediting body rules, regulations and standards. Remains current on all applicable state and federal laws, rules and regulations, and professional and accrediting body standards
• Monitors the care and cleaning of equipment to maintain proper working conditions. Oversees inventory, maintaining adequate supplies and equipment, and provides for their economic use. Monitors and verifies that required materials management documentation (i.e. purchase orders, purchase logs, etc.) is current and complete
• Responsible for all assets of facility, including equipment, inventory, accounts receivable, accounts payable, manuals, documentation, employee files, credentialing charts and financial records. Responsible for protecting assets by working with Risk Management to ensure appropriate levels of insurance
• Responsible for assuring that medical staff members provide adequate malpractice insurance
• Coordinates patient care activities with surgeons and anesthesia providers to provide continuity of patient care. Oversees all nursing and clinical activities during clinical emergencies to verify that patient needs are met. Recommends revision of patient care policies and procedures as necessary to conform to accepted principles and practices. Serves as the infection prevention practitioner for the Center
