Vice President of Program Quality & Design

Under the direction of the President and CEO, the Vice President of Program Quality & Design is responsible for program development, quality control and accountability. This person will work with Program Directors to provide CIS with program consistency through programming utilizing best practices, staff training, accountability measures, and policy implementation. The Vice President of Program Quality & Design works with minimal supervision with extensive latitude.

• Responsible for programmatic quality, fidelity, outcomes and design for all differentiated and specialized services
• Works with all Program Directors to establish and maintain a working environment conducive to positive morale, individual style, quality, creativity, and teamwork
• Serve as an ambassador articulating the mission, vision and philosophy of Communities In Schools
• Serve as a member of the Executive Team
• Confers regularly with the President and CEO; oversees and coordinates all programming services; and maintains a strong understanding of all CIS programming; and works to effectively set, track and obtain program goals
• Ensures consistent programming standards across differentiated and specialized services positions and programming teams
• Leads all efforts in defining program goals and objectives; works with Program Directors in establishing methods and means of accomplishing program objectives; implements policies and procedures consistently
• Ensures that performance measures and standards for program(s) are in place and met; guides staff in making adjustments to program administration and strategy to ensure that standards are achieved
• Provides consultation and assistance with the management of program contracts and grants
• Leads internal teams related to program and evaluation; coordinates with appropriate departments and other employees
• Facilitates Program Director team meetings utilizing participatory leadership strategies
• Communicates with CIS central office personnel and Board of Directors on issues pertaining to program operations
• Responsible for direct supervision and coaching of Program Directors in a consistent and fair manner utilizing CIS policies and procedures while maintaining and developing good employee relations
• Build a strong program team by recruiting, hiring, training and retaining employees for assigned program area(s), following CIS policies and procedures
• Works with all programming staff to challenge growth, expand possibilities, express care, provide support and share power
• Works with Human Resources to resolve employee relations issues quickly and effectively
• Coaches program staff to include managing employee performance, consistently utilizing performance improvement policies and procedures, documenting and implementing corrective action, as necessary
• Communicates, administers, models, and ensures compliance of CIS policies and procedures as necessary, engaging and consulting with CIS President and CEO and/or Human Resources Director
• Partners with Human Resources to oversee and administers total compensation according to CIS policies and procedures for program staff
• Works closely with President and CEO and the program team to establish and implement long and short term planning and evaluation of all program areas
• Reviews, monitors and recommends changes to the organization’s strategic plan
• Identifies and implements opportunities for program expansion
• Prepares annual review of programming processes and updates the Annual Operations Plan while ensuring team goals are in place to achieve goals
• Ensures policies and procedures are adhered to in order to maintain the legal, ethical and professional integrity of CIS
• Oversees quality assurance and fidelity in all program areas
• Oversees the development and implementation of monitoring systems to meet all program goals
• Works with the Vice President of Research, Evaluation and Impact to refine and implement system for documenting CIS activities/program services delivered to all CIS students and their families
• Works with Vice President of Research, Evaluation and Impact in refinement of CIS Data Management System (CISDM)
• Works with Program Directors to ensure program areas utilize CISDM to document services, contacts with students, families and community collateral; ensure program staff are trained to understand and adhere to reporting expectations
• Works with school site staff around the expectation for documentation of services, contacts with students, families and community collateral, utilizing CISDM
• Ensures identified trainings and professional development opportunities are available for all programming staff to enhance business skills and knowledge and ensure program compliance
• Identifies training needs and resources to meet programming needs
• Enhances professional development and program development
• Assists and support staff’s efforts through coaching, encouragement and identifying strengths and weakness
• Manages the review, updates and distribution through Program Directors of the CIS Program Procedures and Training Manual
• Works with Program Directors to ensure program staff are trained and receive orientation in all aspects of their job expectation
• Work with Human Resources to provide recognition to staff for work exceeding expectations
• Build and maintain linkage with all partner agencies
• Develops and maintains effective communications and working relationships with Charlotte- Mecklenburg Schools(CMS) staff; meet with CMS principals communicating the CIS mission, activities and needs
• Remains abreast of agency commitments to reposition appropriate staff to CIS school sites
• Works cooperatively with the CIS Board of Directors and serve on assigned committees
• Ensures sound fiscal management of the Programming Department
• Works with President and CEO and Vice President of Finance & HR in the development of program budget adhering to CIS fiscal policy
• Supervises program expenditures through monitoring and approving expenditures for budget in assigned area(s) and special events through review of expenditures and budgetary constraints

• Bachelor’s Degree in Human Services, Social Work, Education, Business or other related field (Master’s Degree preferred)
• Five or more years of progressively responsible related experience in program management, preferably in the nonprofit and/or human service sector as well as supervisory experience; or any equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities
• Thorough knowledge of the principles and practices of non-profit sector/human service organization and program operations; knowledge of project management, including planning, scheduling, monitoring, and problem solving; knowledge of the methods and procedures of budget development and control
• Considerable knowledge of Charlotte-Mecklenburg Schools’ policies and procedures relevant to the program areas
• Adept at marketing, budgeting, financial and operational management
• Computer skills to include working knowledge of Microsoft Office software, Goggle Suite, Zoom and other virtual meeting platforms
• Intimate knowledge of people management skills: coaching, participatory leadership, grow model, management and conflict resolution.
